What is a labour market opinion?

An LMO is also called a Labour Market Opinion. This is a type of approval from the government of Canada that allows corporations in Canada to bring foreign skilled workers to Canada to work at their companies.

After you have obtained a positive labour market opinion, you must send a copy to the foreign worker who you plan to hire. The foreign worker will then add this positive labour market opinion to their skilled worker application to come to Canada.

Why do I need a labour market opinion?

Bringing a foreign worker to come to Canada is a two-step process. First, you (the employer) must obtain a positive labour market opinion from the Canadian government. Then, the foreign worker needs to apply to come to Canada. They will need a copy of the labour market opinion you’ve obtained for their own application.

A labour market opinion shows the government of Canada that you tried your best to hire qualified Canadians to fill your job openings. You will need to demonstrate to the government that you advertised your job opening where qualified Canadians would see it, and that any Canadians who did apply for the job were not qualified or able to fill it. In addition, you will have to prove that your working conditions are safe and that you pay the prevailing wage for the occupation and area.
